build: Remove obsolete reference to 'GUIX_ASSERT_LIBGCRYPT_USABLE'.

* configure.ac: Remove use of 'GUIX_ASSERT_LIBGCRYPT_USABLE'.
Add "^GUIX_" to the forbidden M4 patterns.
